Abstract

This article is devoted to the research of integral project management methods in the transportation sector, taking into account contemporary challenges of digital transformation and increasing requirements for flexibility of transport systems. The objective of the research is to develop theoretical and methodological foundations for applying integral project management methods in the transportation sector to improve the efficiency of freight delivery system operation. The research tasks consisted of analyzing the specifics of project management in the transportation sector and identifying factors that necessitate the application of integral approaches; investigating existing integral project management methodologies and their suitability for the transport industry; developing an adapted model of integral project management for the transportation sector; determining efficiency criteria and advantages of applying integral methods in transport system development projects; and formulating recommendations for implementing integral approaches in transport project management practice. The following results were obtained: the research analyzed the specifics of applying combined approaches that integrate elements of traditional methodologies with agile methods for implementing transport system development projects. The main advantages of the integral approach were identified, including enhanced adaptability of the transport system to changes, optimization of project resources, improved information interaction between project participants, and reduction of risks arising in freight delivery systems. An adapted integral management model for transport system development projects was proposed, considering industry-specific characteristics. The research results can be utilized by transportation companies, freight forwarding organizations, and government agencies to improve the efficiency of infrastructure development project management, implementation of intelligent transport systems, and digitalization of transport processes. The integral transport system model within the framework of sustainable development involves integrating various modes of transport, technologies, and management approaches to achieve economic efficiency, environmental safety, and social equity. Conclusions. Based on the analysis of transport system development project specifics, an adapted integral management model for freight delivery systems within the framework of sustainable development is proposed, incorporating the following levels: strategic planning, tactical implementation, and operational control. This model enables effective combination of various methodological approaches according to the specifics of tasks at each level within the framework of transport system development project implementation.
