The hronlogy and logic of development of foundation of ship handling process management

Abstract
The results of the analytical review of the chronology of the fundamentals of the management of the ship handling process (SHPM) as an applied science are presented. The stages and phases of its development are highlighted. It is shown that this science has passed the pre-scientific stage and is passing the scientific stage, with in udes the stage of origin, formation and permanent development stazding from the middle of the 20th century. It is noted the stage of SHPM emergence eloved according to the scheme «from obcervation to the content and essence» of the process of handling ships (PHS), its typical operations and methods of the rational implementation. The stage of formation of this science proceeded according to the scheme «from the postulates of practice to the beginnings of theory, when the amount of accumulated knowledge on the PHS began to turn into its gality». It was established that the development was characterized by permanent due to the orientation of scientists attention of the principles, that corresponded to the state of general management science in each period of time. The article identifies substage of development and shows that the initial one progressed according to the scheme «from rational to optimal, when the limitations of the concept of «rational» in the sense of the unity of advantage as a criterion of the became obviovs and the possibility arose of overcoming it thanks to the concept of
«optimal» in the sense of unity as the best. It is indicated that at the next sup-stage the development of the SHPM was carried out in the direction of «from automation to digitalization» with the aim of creating a future intelligent management system. It is shown that at the next, modern sub-stage, the transformation is oriented towards advancing according to the scheme «from rigit to adaptive management» and creating a theoretical and methodological arcenal, that corresponds to the concept of creation smart port. In conclusion, it is proposed that future research should be guided by the implementation of the principle «from palliative to comprehensive scientific results and from theoretical persuasiveness to practical teasibility». It has been proven, based on irrefutable facts, that all the most important achievements in the study of SHPM problems belong to scientists of the Odesa Institute of Marine Engineers (OIIMF), now the Odesa National Maritime University (ONMU).
